Spawn a levitating end-city shulker

Summons a shulker, the boxy end-city mob that fires homing bullets which apply Levitation. Its shells are the only source of shulker boxes, so this helps farm portable storage. Note that shulkers only take fall damage-free knockback and cling to blocks.
